Ethics and Fiscal Training
California Senate Bill 827 requires local agencies with public websites to give clear instructions and contact information explaining how the public can request copies of ethics and fiscal/financial training records for covered city officials.
Member of the public may request the following training records;
Ethics Training Records (AB 1234 and SB 827)
- Cities, counties and special districts in California are required by law (AB 1234, Chapter 700, Stats. of 2005 and SB 827, Chapter 661, Stats. of 2025) to provide ethics training to their local officials. As of January 1, 2026, SB 827 expands the ethics training requirement to department heads or similar administrators of local agencies. All local agency officials must complete an ethics training course within six months of being hired.
Fiscal and Financial Training Records (SB 827)
- As of January 1, 2026, City officials, including elected and appointed members of the local agency legislative body, Department Heads or other similar administrative officers, and any other employee designated by the local agency are required by law (SB 827, Chapter 661, Stats. of 2025) to complete training in fiscal and financial management every two years. The training covers budgeting, financial reporting, auditing, debt and investment management, and responsible stewardship of public resources. All local agency officials must complete an ethics training course within six months of being hired. Officials hired before January 1, 2026 have until January 1, 2028 to complete their first training. Officials hired after January 1, 2026 have six months to complete the training.
How to Request Training Records
Certificates of Completions may be obtained by submitting a Public Records Request or contacting the City Clerk at cityclerk@sanramon.ca.gov.
Response Time
Requests are processed in accordance with the California Public Record Act, which establishes timeline and disclosure requirements for public agencies.
