The City of San Ramon is pleased to announce Brian Bornstein as San Ramon’s next Director of Public Works, effective June 17. A licensed Civil Engineer, Bornstein brings 30 years of experience in Engineering and local government within Public Works, most recently as City Engineer / Division Manager for the City of San Ramon since 2012.
“Throughout his tenure with the City of San Ramon, Brian has played a pivotal role in enhancing our city’s infrastructure and has been instrumental in the successful completion of numerous projects,” said City Manager Steven Spedowfski. “His deep understanding of our community’s needs and his proactive leadership style makes him the ideal person for this position.”
Bornstein began his engineering career in 1994 as an Assistant Engineer at Brown and Caldwell, where he worked on site civil design and specifications for the UC Davis Environmental Services Building, recycled water pipeline design for Dublin San Ramon Services District (DSRSD), and various sanitary sewer design projects with Central San (CCCSD).
In 1998, Bornstein joined the City of Brentwood, where he spent nine years, first as an Assistant Engineer, then Associate Engineer, then Senior Associate Engineer. There, he provided review of residential and commercial developments for the fastest growing city in California at the time, reviewing grading, roadway, site development, landscape, park, stormwater/recycled water, utility trench, streetlight and signal plans, various studies and reports, final maps, and parcel maps. He managed capital projects to increase operations and safety, including numerous key roadway, bridge and utility projects throughout the city, including critical roadway infrastructure to new schools opening up almost every year due to the population growth.
In 2007, Bornstein joined the City of San Ramon as a Senior Engineer, supervising Development Engineering and Encroachment programs, staffing, and operating budget. He was the project manager of the $14 million Bollinger Canyon Road Widening Project in conjunction with the City Center development, and supervised staff oversight of the Dougherty Valley Development for a 25-year project build-out.
In 2012, Bornstein was promoted to City Engineer / Division Manager within the Engineering Division of San Ramon’s Public Works Department. In this role, he oversaw various programs and staffing within the Engineering and Transportation Divisions, including the Capital Improvement Program Administration, Development Engineering, Traffic Engineering, Engineering Inspection, and Permitting/Permit Center Operations for Engineering.
Notable projects include the City Center coordination and opening in 2018, CCTA Innovate 680 Program (multi-year implementation of various projects/systems), Faria Preserve development, and the Police and Fire Public Safety Complex. Bornstein also oversaw significant citywide traffic signal system and operational upgrades to improve traffic circulation and safety, and the transition of Bishop Ranch Business Park to mixed-use housing, including the City Walk Master Plan and redevelopment of the former Chevron Park property.
In 2014, Bornstein was instrumental in creating a new 5-year Capital Improvement program database, improving the overall reporting and functionality, assessing projects each year to determine funding priorities, and working collaboratively with other divisions and departments. He has also served periodically as the Acting Public Works Director during the past 10 years.

Bornstein holds a BS in Civil Engineering from the University of California, Davis.
